Ottawa has issued thousands of visas to citizens of President Vladimir Putin’s Russia since that country’s military invaded Ukraine on Feb. 24, according to figures obtained by the Star.

The Rural Northern Immigration Pilot program is being called a success by Canada’s immigration minister Sean Fraser, but since its launch in 2020, he said pandemic border closures didn’t give the program a chance to prove its worth for local employers. That’s why among the changes Fraser announced he’s making to the program this fall at a town meeting in Timmins Friday, is extending the pilot’s deadline to 2024.

Danilo De Leon, national chair of Migrante Canada, is set to leave the country for the Philippines on Monday. His temporary residency status expired in 2016; since then he has been an undocumented worker. De Leon’s case has been amplified by the cross-Canadian organization Migrant Rights Network, which has circulated a petition calling on Ottawa to halt deportations and provide permanent resident status to everyone currently in Canada without status.

After months of anticipation and delays, a charter plane from Pakistan carrying 324 Afghanistan refugees — including 120 children — landed in Winnipeg. Among the arrivals were two boys, age 2½ and four. They are Amin’s orphaned nephews.

The issue has sparked a complaint from the Indian High Commission in Ottawa, which said in a statement that it has received a number of petitions from Indian students frustrated with lengthy wait times for visa processing. India is Canada’s largest source country for international postsecondary students. Students from outside Canada pay tuition fees that are often more than two or three times higher than those paid by domestic students, and that money has become a crucial source of funding to universities and colleges across the country.
