The CBC has learned Noelle and the other victim were not the first women to die in Pham’s presence. Immigration authorities declared him a danger to the public because another woman died of an overdose in his former residence in Vancouver and because he sold fentanyl to vulnerable drug users. Yet Pham was released from immigration custody with virtually no supervision in October 2020 as there appeared to be no hope of removing him from Canada in the face of a pandemic and foot-dragging Vietnamese officials.

An appeal court has stayed a lower court order that had given Nell Toussaint the green light to sue the federal government for failing to meet its international obligations to her “right to life,” in the words of a United Nations investigation into her cause. In a ruling released Monday, the Court of Appeal for Ontario granted a motion by the federal government to put a stop to the lawsuit until it hears the full appeal of the matter.

Le chemin Roxham, situé en Montérégie, est utilisé par de nombreux migrants pour entrer irrégulièrement au Canada afin d’y demander l’asile. Radio-Canada a récemment révélé que, selon sa compilation, Ottawa a déboursé plus d’un demi-milliard de dollars en fonds publics pour rembourser des coûts défrayés par Québec ou pour payer des fournisseurs.
