CBC News – Supreme Court Upholds Agreement That Lets Canada Send Refugees Back to U.S.

In a unanimous decision, the Supreme Court of Canada ruled Friday that the Safe Third Country Agreement (STCA) between Canada and the United States is constitutional, at least in part — a legal victory for the federal government as it seeks to continue the practice of returning refugees who have tried to cross into this country from the U.S. The STCA, a bilateral deal first signed in 2004, recognizes both Canada and the U.S. as “safe” countries for migrants.

Toronto Star – Why Aren’t These Kids in School? The Toronto School Board Says They Need a Document — To Prove They’re Undocumented

Since arriving in this country in August, a five-year-old girl from Mexico’s family has been trying to enrol her with the Toronto District School Board. The family said it has been asked to show that it has cancelled their electronic travel authorization or eTA, a document issued and required by immigration authorities to enter Canada from a visa-exempt country such as Mexico. But trying to obtain the cancellation, say advocates, requires the family living underground to contact the immigration department.

Globe and Mail – Canada’s Immigration System Is Overwhelmed with Information Requests. Ottawa Was Warned – But Did Nothing

Over a decade, IRCC has seen a 763-per-cent increase in access requests, from roughly 20,000 in the fiscal year ending March, 2012, to about 177,000 in the 2022 fiscal year. The influx of filings has become so overwhelming that IRCC now accounts for 80 per cent of all access requests made to the federal government.

CBC News – Asylum Seekers Sleeping on Toronto Streets as At-Capacity City Shelters Overwhelmed

Two weeks after the City of Toronto said it would begin referring refugee claimants seeking beds to federal programs, asylum seekers who recently arrived in Canada are struggling to find places to sleep. The city says it needs more financial support from the federal government to handle increasing demand for emergency shelter, but it’s unclear when or if that additional money will arrive. In the meantime, dozens of asylum seekers are stuck in limbo, unable to access the city’s shelter system and lacking support from the federal government.

La Presse – Des délais qui font mal à Montréal

La lenteur d’Ottawa à accorder des visas de visiteur « met en péril » la tenue de certains évènements internationaux dans la métropole, déplore la ministre québécoise Christine Fréchette. Des milliers de participants à un congrès médical ont dû annuler leur présence, faute de visa. Ces longs délais touchent aussi le tourisme et les évènements culturels. « Si on continue comme ça, les gens vont dire : “On va aller ailleurs, où c’est plus facile d’aller” », lance Mylène Gagnon, vice-présidente ventes, affaires à Tourisme Montréal, qui s’inquiète pour la survie des congrès internationaux dans la métropole.

La Presse – Ottawa suspend les ordonnances d’expulsion

Les ordonnances d’expulsion d’étudiants étrangers pris dans un stratagème frauduleux ont été suspendues par Ottawa pendant qu’un groupe de travail enquête sur chaque cas, a annoncé mercredi le ministre de l’Immigration. Des centaines d’étudiants auraient pu être touchés par le stratagème, qui a vu des agents d’immigration délivrer de fausses lettres d’acceptation présentées dans le cadre de leur demande de permis d’études au Canada. M. Fraser a prévenu que ceux qui avaient été complices d’une telle fraude en subiraient les conséquences en vertu des lois canadiennes.
