Chronicle Herald – New Immigration Rules Require Deft Touch

This week, The Chronicle Herald, in partnership with the University of King’s College, is profiling the now-defunct program in Prince Edward Island that enabled thousands of applicants to fast-track their arrival in Canada by paying for a position in a provincial nominee program. Like a similar program in Nova Scotia, the intent of the program was to match foreign workers with established businesses while helping to develop stronger immigrant populations. Most of the fees paid by immigrants, who received permanent residency status, were transferred to businesses, with immigration agents taking a cut along the way.

Globe and Mail – Changes to Immigration Policy will Affect Nearly All Aspects of Canadian Life

Recently, the Minister of Citizenship and Immigration has spoken highly of the Australian immigration model with its strict language requirements. High levels of language proficiency are a requirement in our labour market. But raising the bar on language competency may trigger an increase in immigration from English-speaking countries – Britain, the United States, Australia and New Zealand – at the cost of immigrants from emerging economic superpowers such as China, India, Russia and Brazil.

The Province – Doctors and Engineers Driving Taxis in Vancouver, Study Finds

Doctors, civil engineers and architects are driving cabs in Canada, and many of them are immigrants from India and Pakistan. Government data released Thursday shows thousands of university-educated newcomers drive taxis because they are not able to find work in their chosen fields. Vancouver immigration lawyer Richard Kurland said the data confirms a long-held belief that “PhDs are driving cabs in Canada.” […] The data came from 50,000 government tax records in 2006 which were analyzed for information about education, immigration and cab drivers. They showed more than 8,000 immigrants drove cabs despite having college or trade diplomas. The numbers were almost as large for Canadian-born drivers.

Globe and Mail – Bowing to Pressure, Kenney Agrees to Some Refugee-Bill Amendments

The Conservative government proposed amendments to a controversial new refugee bill on Wednesday, but critics say they still have major concerns with the legislation. […] The bill would see people designated as part of a “mass arrival” detained for a year before the decision to imprison them was reviewed. […] Mr. Kenney said Wednesday that provision will be changed so that a review will take place at the 14-day mark and then again six months later. […] The legislation will also be changed to make clear the government won’t revoke permanent residency status for refugees when the situation in their home countries improves.

Vancouver Sun – Judge Rips Immigration Adjudicator for “Ludicrous” Question on Claimant’s Christianity

A federal judge is slamming the treatment of a Chinese man whose refugee claim was denied after an adjudicator concluded he didn’t know enough about Christianity to be a true believer. Calling the basis for the denial “ludicrous and unfair,” the judge said the ongoing practice by the Immigration and Refugee Board of testing the religious knowledge of applicants claiming religious persecution back home is fundamentally flawed and should be abandoned.
