Winnipeg Free Press – Feds Forced into Last-Minute Scramble On Refugee Health Coverage Changes

The Conservatives were forced to amend their policy on cutting off benefits for refugee claimants just forty-eight hours before it came into effect. A spokesperson for Immigration Minister Jason Kenney said Tuesday the end of extended health benefits for refugee claimants was never meant to apply to government-assisted refugees. But with a June 30 deadline looming on the proposed changes, the department realized that’s exactly how the new rules would apply — and officials were forced to get cabinet approval for an amendment.

Globe and Mail – Australia Chases Migrant Ship in Distress off Indonesian Coast

Australian rescue crews were hunting for a boat in distress and crowded with asylum seekers off the coast of Indonesia on Wednesday, one day after the leaders of Australia and Indonesia agreed to strengthen maritime ties as part of a bid to combat people smuggling. […] The debate over how to cope with the increasing flow of asylum seekers has intensified in Australia since two boats carrying Australia-bound migrants capsized in the last two weeks. More than 90 people are believed to have been killed when the boats sank in the Indian Ocean between Indonesia and the Australian territory of Christmas Island, where Australia runs an immigration detention centre.

Ottawa Citizen – Kenney Clarifies Wording on Refugee Health Cuts; Opponents Claim Partial Victory

Federal immigration minister Jason Kenney says his government hasn’t changed its mind on health benefits for refugees, it has simply clarified the wording of the new policy. Still, doctors and refugee groups say they have won a partial victory in their effort to roll back cuts to the Interim Federal Health Plan, and will continue to fight for more. […] In interviews last week, Kenney began to refer explicitly to GARs, noting that their level of care would not change, while that of rejected claimants and asylum seekers from designated countries would still be reduced. Last Friday, on the eve of the Canada Day long weekend, the C.I.C. website was changed to say that supplemental benefits would not be cut for refugees who receive support from the government’s Refugee Assistance Program (RAP), specifically GARs and some privately-sponsored refugees.

Toronto Star – New Program Offers Immigrants a Foothold in the Job Market

This summer the Centre for Social Innovation, the nucleus of Toronto’s growing social enterprise sector, is reaching out to unemployed immigrants who have qualifications but can’t get them recognized and need Canadian experience but can’t get a break. It isn’t able to offer them full-time paying work. But it can offer them experience, exposure to a network of 300 open-minded entrepreneurs with connections and a Canadian milieu in which to use their skills while adjusting to a new business environment.

Toronto Star – Ontario’s Injured Migrant Workers Lose Out on WSIB Benefits, Critics Charge

Injured migrant workers, often sent back home, are unlikely to get a work visa to return to do the lighter jobs filled by Canadians. With the number of temporary foreign workers in Canada — mostly in Ontario, Alberta and British Colombia — skyrocketing from 96,390 in 2001 to 300,111 in 2011, critics say access to WSIB benefits by injured migrant workers is a growing concern. […] Migrant workers are reluctant to report injuries because they are isolated, unfamiliar with the law and afraid of repercussions by employers for missing work. […] Once sent home, they may have trouble accessing health care there.
