Montreal Gazette – Court: Alabama Schools Can’t Check Student Migration Status

Part of Alabama’s immigration law that ordered public schools to check the citizenship status of new students was ruled unconstitutional Monday by a federal appeals court that also said police in that state and Georgia can demand papers from criminal suspects they have detained. […]The decisions follow a recent U.S. Supreme Court ruling upholding parts of a similar law in Arizona. The Atlanta-based court referenced that decision in its opinion to lift the injunction on the suspect verification section.

Toronto Star – Border Agency Closes PEI Immigration Probe

The Canada Border Service Agency has closed its investigation into fraud and bribery allegations against a Prince Edward Island immigration program. But woes continue with the province’s troubled immigrant investor program, shut down four years ago and then investigated after claims of corruption emerged. […] Last fall, Immigration Minister Jason Kenney called in the RCMP and the border agency to probe alleged corruption in PEI’s Provincial Nominee Program, which, among other things, allowed prospective migrants to become permanent residents by investing hundreds of thousands of dollars in local businesses.

London Free Press – Group Wants National Policy on Child Refugees

The Canadian Council for Refugees is concerned about the detention of some child refugees and wants a national policy on how they should be treated on arrival here. The most recent Canadian study into child claimants was prepared by the UN High Commission for Refugees examining data from 1999 to 2002. It shows there were 100,000 separated children in Western Europe and as many as 20,000 of them file asylum claims yearly in Europe and North America.

To double the number of foreign students studying in Canada, as an advisory panel to the federal government proposed last week, would be so beneficial that it is a shame we can’t just snap our fingers and make it so. […] Foreign students enrich the educational experience of their Canadian counterparts by providing more diverse perspectives, and give an economic boost to host communities. In many cases, those with strong skill sets seek to join the labour force here after graduation; others go back to their home countries and serve as unofficial ambassadors for Canada, helping to strengthen economic ties. No wonder there is such stiff competition to attract them.

London Free Press – Canada Gets 3,000 Child Refugees a Year

Child claimants are interviewed on arrival by officers of the Canada Border Services Agency. If the children show up at Pearson Airport with no documents or anyone to meet them, Peel Children’s Aid Society is called. Society spokesperson Whitney Rodricks said child-care workers are called about 12 times yearly to help children at Pearson. […] IRB spokesman Robert Gervais said there’s no information available on child claimants. “The IRB has no available statistics regarding unaccompanied minors requesting refugee status,” Gervais said by e-mail, adding an Access to Information Request is required “to permit the IRB to see if we could compile these statistics for a given period of time.”

CBC – Federal Government Mulls Detaining Roma Refugee Claimants

The federal government is prepared to consider detaining Roma refugee claimants unless recent amendments to the refugee system are successful in reducing the number who apply for asylum, newly obtained documents suggest. […] The newly revised refugee law gives Public Safety Minister Vic Toews the power to designate refugee claimants as “irregular arrivals” and detain them upon entry to Canada. The amendments are to take effect by the end of the year.
