Le recul de la francophonie à Cornwall inquiète dans l’Est ontarien. La proportion de francophones est passée 30% à 26% depuis les recensements de 2006 et 2011. Nous avons besoin de sang nouveau pour maintenir un niveau de français acceptable à Cornwall», indique la president. Selon le dernier rapport final sur l’état des lieux de l’immigration d’expression française dans SDG, la circonscription n’a accueilli que 50 immigrants francophones entre 2001 et 2006. Selon les dernières statistiques obtenues, la région compte au total quelque 300 immigrants francophones. «Dans SDG, l’immigration anglophone est quatre fois plus élevée que l’immigration francophone. […] Peu d’immigrants francophones vivent dans l’est de l’Ontario, à l’extérieur d’Ottawa», conclut Ronald Bisson, le coauteur du rapport.

Si le gouvernement russe assure mener une politique visant à attirer des professionnels, ce sont en réalité des ouvriers non qualifiés qui gagnent le pays. Le système de quotas qui limite la main-d’œuvre étrangère autorisée à immigrer à un chiffre significativement inférieur au nombre de personnes qui le désirent condamne les nouveaux arrivants au statut d’illégaux avant même qu’ils ne franchissent la frontière. Selon les données non officielles, la Russie abriterait aujourd’hui entre 7 et 12 millions d’immigrés, majoritairement issus des pays les plus défavorisés de la CEI. Difficile de se fier aux chiffres officiels, mais même eux le montrent : hormis les 3 millions d’étrangers légaux, 3,3 millions de sans-papiers travaillent dans le pays et plus de 4 millions sont entrés en Russie prétendument à d’autres fins.
