Toronto Star – Marriage Fraud: Canadian Officials Tread Thin Line

As the Canadian government cracks down on marriage fraud, concern is being raised on both sides that officials are being too harsh, and in other cases too lenient, in deciding what is a genuine relationship. “The law is there, but there is no will to enforce it,” said Sam Benet, founder of Canadians Against Immigration Fraud. Benet’s group successfully lobbied Ottawa to strengthen the law on spousal sponsorships, but he says border service officials have done little to pursue the 85 formal complaints filed by his members. Immigration officials say investigating marriages of convenience is now a priority, but Benet argues not enough is being done to catch the bad apples looking for a back door into Canada.

Toronto Star – Changes to Foreign Worker Program Will Hurt Businesses Groups Say

Canadian employers say Ottawa’s changes to the temporary foreign worker program will add costs, increase red tape and could even put some companies out of business. […]Ottawa moved to tighten the rules surrounding the program Monday following a public uproar over the use of temporary foreign workers at the Royal Bank of Canada. […] Under the new rules, employers who want to hire temporary foreign workers will bear the cost of proving no Canadian was willing or able to do the work. Ottawa has eliminated a provision that allowed employers to pay temporary foreign workers 5 to 15 per cent less than the prevailing Canadian wage. Under the new rules, employers who hire temporary foreign workers will have to demonstrate plans to transition to a Canadian workforce. As well, the government plans to suspend a “fast-track” method that allowed employers to prove within five days that no Canadian workers were available to do the work.

CBC – Insiders Say Canada “Scammed’ by Foreign Worker Industry

Several information technology industry insiders have come forward to expose some of the inner workings of multinational outsourcing companies from India, which they claim exploit Canada’s temporary work visa system and bring no real benefit. […] The insiders claim there are bonus incentives for managers of Canadian companies that sign on, promises of big savings that can’t be delivered and violations of work visa rules in the process.

CBC – Nigerian Students’ Case No Closer to Being Solved

The case of two foreign students, ordered to leave Canada for violating terms of their visas, is no closer to being resolved some ten months after they went into asylum in Regina. Victoria Ordu and Ihuoma Amadi ran afoul of the rules when they worked for a short time at a Wal-Mart store. They stopped working as soon as they learned it was against the rules of their student visas. Once they disclosed what happened, officials told them they would have to leave. That’s when they sought asylum and leniency. A deportation order for the two, however, remains, despite efforts of an immigration lawyer and calls for leniency by university officials and even the provincial government.

CBC – Refugee Health Care Cuts Worry Calgary Doctor

There is growing concern that refugees in Alberta aren’t getting the health care they need since the federal government scaled back their entitlements last June. A physician in Calgary said the reduced coverage under the Interim Federal Health Program is leading to confusion and outright denial of care. [… ]Since Ottawa changed health benefits for some refugees and cancelled coverage altogether for others, she is seeing several people per month who have been turned away from hospitals and urgent care centres, she said.

Government of Canada News Centre – Harper Government Announces Reforms to the Temporary Foreign Worker Program

The Honourable Diane Finley, Minister of Human Resources and Skills Development, and the Honourable Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism, today announced reforms to the Temporary Foreign Worker Program. […] The results of these changes will strengthen and improve the TFWP to support our economic recovery and growth, and ensure that employers make greater efforts to hire Canadians before hiring temporary foreign workers.  These reforms will ensure that the TFWP, which is an important program to deal with acute skills shortages on a temporary basis, is used only as a last resort.
