The Windsor Star – New Measures Aim to Toughen Foreign Worker Program

More details have emerged about new measures to improve Canada’s temporary foreign worker program. The federal government indicated Wednesday that employers are now required to advertise positions in Canada for at least four weeks before they can apply to hire foreigners. They will also have to complete a series of questions related to “impacts on the Canadian labour market,” and obtain a positive labour market opinion, showing there are no Canadian workers available to do the job, before the government will grant a temporary foreign worker permit.

Le Soleil – Ottawa modifie les règles d’embauche de travailleurs étrangers temporaires

Devant la grogne populaire suscitée le printemps dernier par quelques irritants du Programme des travailleurs étrangers temporaires, le gouvernement Harper a annoncé, mercredi, une nouvelle série de modifications. Ces réformes sont entrées en vigueur le 31 juillet, et elles ne concernent pas les emplois liés au secteur agricole. Conformément à ce qui avait été annoncé dans son Plan d’action économique de 2013, le gouvernement conservateur impose maintenant aux employeurs des frais d’utilisation de 275 $ pour chaque poste destiné à un travailleur étranger. Ainsi, les frais relatifs au traitement de la demande ne seront plus assumés par les contribuables, a fait valoir le ministre de l’Emploi et du Développement social, Jason Kenney.

The Ontario government has launched a new award recognizing leadership in immigration employment in hopes of raising the profile of newcomers working in the province. […] The award is part of the province’s immigration strategy which aims to raise Ontario’s proportion of economic immigrants to 70 per cent of all those entering the province. Economic immigrants are selected based on their skills and experience, to match the province’s labour market needs.

CBC – Temporary Foreign Workers to Cost Employers $275 Each

Employers applying to hire temporary foreign workers will now have to pay a processing fee under promised changes to the Temporary Foreign Worker Program, Jason Kenney, the minister of employment and social development announced on Wednesday. Changes that went into effect on July 31 include a $275 processing fee per position, along with new language and advertising requirements. The new fee is intended to cover the administrative costs of processing requests for a labour marker opinion, which is usually required to prove the need to hire a temporary foreign worker. There is no refund if the LMO is rejected and employers are not to recover the fee from the workers.

Toronto Star – Thousands of Failed Refugees Lured Home with Federal Government’s Bonus

A year after Ottawa launched a controversial program to pay money to failed refugee claimants for leaving Canada, more than 2,000 people have taken up the offer. As of June, some 2,157 failed refugees had participated in the federal government’s Assisted Voluntary Returns and Reintegration pilot program, which offers as much as $2,000 and a one-way plane ticket to any refugee claimant denied asylum who will voluntarily go home. The average time it takes between the registration in the program and the person’s departure date to their home country is 32 days. The five top countries to which participants returned were Hungary, Colombia, Mexico, Croatia and the CzechRepublic.

Globe and Mail – Ottawa’s Crackdown on Roma Refugees Has Hungarians Seeking Asylum Elsewhere

The federal government’s push to reduce the number of Roma refugees from Hungary appears to be working, with a drop of hundreds to only dozens of Hungarians filing for asylum since the crackdown late last year. […] In December, Hungary was placed on a list of “safe countries,” meaning refugees will now have their claims assessed much more quickly. They have no right to appeal decisions to the Immigration and Refugee Board and failed claimants are deported faster. […] Extremist groups have been a source of fear for minority communities in Hungary, where there are an estimated 750,000 Roma. Members of these groups march through neighbourhoods, often dressed in military-style uniforms shouting anti-Roma slogans and claiming they are fighting “Gypsy criminality.”
