BBC – Migrants Turn to Greece-Turkey Route to Europe
More migrants are trying to reach the EU via Turkey and Greece than taking the perilous sea crossing from Libya, the EU’s border management agency says. So far this year around 46,000 migrants have used the eastern Mediterranean route, compared with 43,000 crossing between Libya and Italy, Frontex says. This trend began well before EU leaders started discussing ways to disrupt smuggling networks based in Libya. A number of factors may be behind this shift in migration patterns. Chaos and violence in Libya are almost certainly the main contributor, with horrific stories of the abuse of migrants filtering back to host countries. […] Frontex says it is also seeing evidence of African migrants avoiding Libya. Usually this means catching a flight to Istanbul before crossing the Aegean to Greece. “It’s a phenomenon being watched with great interest because it could point to an evolution in routes of migration,” Fabrice Leggeri, Frontex Executive Director, told the French financial newspaper Les Echos. It seems likely that if European leaders go ahead later this month with plans to disrupt Libyan smuggling networks, even more migrants will switch routes.
Radio-Canada – Visiteurs de 150 pays, vos papiers et… vos données biométriques!
Les visiteurs étrangers qui proviennent d’un pays où un visa est nécessaire pour entrer au Canada devront désormais fournir leurs données biométriques avant de mettre les pieds au pays. Le gouvernement conservateur de Stephen Harper justifie la mesure par le besoin de prémunir les Canadiens contre le renforcement de la menace terroriste. La mesure, qui est déjà en place pour les ressortissants provenant d’un groupe de 29 pays – dont l’Afghanistan, l’Égypte, le Pakistan, la Somalie, la Syrie et le Yémen – sera ainsi étendue aux ressortissants de 150 pays. Les visiteurs devront fournir leurs empreintes digitales ainsi que des photos numériques de leur profil et de leur oeil au cours du processus d’obtention de leur visa. L’infrastructure pour recueillir les données biométriques est d’ailleurs implantée dans quelque 90 pays. De son côté, le gouvernement Harper prévoit que l’ensemble du système sera fonctionnel pour 2019.

Orillia has been a favourite location for international student group visitors from high schools across Japan for more than 15 years, and the tradition is continuing this year. The Japanese students have been learning about Canada from friends and teachers who have had the opportunity to visit Midland over the past few years and they are eager to embark on their own adventure. They will study English and have activities planned to explore Canada’s heritage, culture and natural beauty. Muskoka Language International (MLI) is looking to place more than 150 students with host families across the region this summer. […] MLI Homestay is hoping more families will open their doors to the visitors. “It is a great way to share Canadian and Japanese culture,” said Kim Henick, MLI Homestay co-ordinator. “The host families are like Canadian ambassadors, showing the students the Canadian way of life.” […] Those who organize sports teams, youth groups or other community programs in need of assistance with fundraising might be able to partner with MLI Homestay — involving their groups in a cultural exchange experience while raising funds for their programs.
Toronto Star – Ottawa Expands Biometrics Screening for Travellers to Canada
Ottawa’s expanded biometric screening program will cause further hassles for travellers and compromise privacy, say critics. On Thursday, Prime Minister Stephen Harper announced an injection of $312.6 million for expanding the existing program for all foreign nationals entering Canada on a visa by 2018. All travellers from these 151 countries, whether they’re tourists, students, migrant workers, refugees or immigrants, must submit fingerprints and digital photos to Canadian authorities for screening in their visa applications, and be matched upon their arrival at ports of entry. […] Ottawa first introduced biometrics requirements in 2013 against a handful of developing countries, but limited the screening to tourists, students and workers. The list has since grown to 29 nations, including Afghanistan and Vietnam. By 2018, the expanded list will include Argentina, Brazil, Jamaica, Jordan, Kenya, Mexico and the Philippines. […] Collected fingerprints are used against biometric databases in the U.S., the U.K., Australia and New Zealand through a multinational agreement. The country receiving the query will automatically destroy the record attached in the request.
Le Devoir – Ottawa défend sa réforme sur les stagiaires étrangers
Le gouvernement Harper défend sa réforme des permis de travail visant les étudiants étrangers, qui a réduit de 30 % le nombre de stagiaires français venus au Québec par rapport à l’année dernière, comme l’a rapporté mardi Le Devoir. « Il y a eu beaucoup de consultations. Notre réforme, qui marche très bien pour ce programme de travailleurs temporaires, a un seul but, celui de favoriser les Canadiens et les Québécois, en ce qui concerne les emplois disponibles », a répondu le ministre Chris Alexander, questionné en Chambre par la députée Sadia Groguhé, du Nouveau Parti démocratique (NPD). « Tous les travailleurs étrangers qui viennent au Canada sont assujettis aux nouvelles règles, que ce soit des stagiaires ou des travailleurs à temps plein. Ce système va être mis en place pour tous les secteurs de notre économie. » Le ministre de la Citoyenneté et de l’Immigration a imposé, dans un délai très court, de nouvelles règles d’attribution de permis de travail pour les stagiaires étrangers.
News 1130 – International Immigration Down in BC for the First Time in 10 Years
For the first time in 10 years fewer people are immigrating to BC, that’s according to new numbers. In the fourth quarter of last year, immigration dropped by more than 3,000 people and that comes after a net increase of nearly 19,000 in the previous quarter. One immigration lawyer says it’s due to the changes for temporary foreign workers. Immigration technically means a person who comes here to live permanently, but Lawyer Richard Kurland says these BC stats also include Temporary Foreign Workers and that’s why we’re seeing such a dip. “The first year of impact was last year and that meant hundreds of thousands of foreign workers across Canada and tens of thousands right here in British Columbia seeing the welcome mat pulled out from under them. They had to go home,” he explains. Kurland predicts the numbers will continue to drop into next year.
