Their work permits are tied to a specific workplace for a specific employer. Even if their workplace doesn’t re-open for months or at all, they can’t work anywhere else in Canada and might ultimately have to leave.

Toronto Star – Most Government-Sponsored Syrian Refugees Now Have Housing, McCallum Says
Immigration Minister John McCallum says 98 per cent of government-sponsored Syrian refugees have now found permanent housing. The minister is telling a Commons committee that the remaining 2 per cent should be housed by mid-June.
Immigration Minister John McCallum says additional staff began arriving in Canadian visa offices in the Middle East “as of today” in an effort to finalize more applications for privately sponsored Syrian refugees, as long delays continue to exasperate Canadian sponsors. […] “My department will make every effort to finalize the processing of the privately sponsored Syrian refugee applications that we received before March 31 by the end of this year or early in 2017,” McCallum said.
Windsor Star – New Health Clinic Helping Syrian Refugees, Other Newcomers
A Windsor clinic run by the Victorian Order of Nurses opened Wednesday, seeking to close gaps in refugee and immigrant health care. Gaps in the system became apparent after health-care workers faced challenges in providing appropriate care for the large number of Syrian refugees arriving in the region since January. The VON Immigrant Health Clinic will assist more than 600 Syrian refugees and other newcomers to Windsor-Essex.
