Toronto Star – Immigration Detainee Ebrahim Toure Finally Free After More Than Five Years
The 47-year-old failed refugee claimant was arrested by the Canada Border Services Agency on Feb. 23, 2013. He was jailed indefinitely because immigration authorities believed he would not show up for his deportation if it was ever arranged. In the end, the CBSA conceded what Toure’s lawyers had argued for years — that they could not deport him. Nothing about the case, other than the length of time Toure has spent behind bars, has substantially changed over the past few years.
Toronto Star – Getting Refugee Decisions Appealed in Court ‘The Luck of the Draw,’ Study Shows
Both failed refugees and the federal government can appeal a refugee board decision to the court but must first get a nod — or leave — from a judge. If the first judge denies leave, the appeal will not be heard. “Outcomes in Federal Court applications for judicial review of refugee determinations depended all too often on the luck of the draw — on which judge decided the case,” said York University law professor Sean Rehaag, author of the report. The study found only 16.8 per cent of the requests were granted to proceed to an appeal hearing.
Montreal Gazette – Quebec Election: Immigrants Who Fail Values Test Will Be Ottawa’s Responsibility, Not Quebec’s, Legault Says
If the CAQ is elected on Oct. 1, it would require economic immigrants to Quebec to pass tests on the province’s values and language within three years in order to obtain a Quebec Selection Certificate. Immigrants who come through Quebec’s economic immigration system need that certificate before they can apply for permanent residency from the federal government. It will be up to Ottawa — not Quebec — to decide what happens to immigrants who fail the values and French tests, leader François Legault said on Friday.

The motion was brought forward by Liberal MP and foreign affairs parliamentary secretary Andrew Leslie. Specifically the motion called for MPs to agree to: endorse the findings of the UN fact-finding mission in Myanmar that crimes against humanity were committed; that these “horrific acts’ be sanctioned; recognize that these crimes constitute genocide; call on the UN Security Council to refer the matter to the International Criminal Court; and that Senior Myanmar military officials be investigated and prosecuted for the crime of genocide.
