Globe and Mail – Woman Wearing Hijab Was Entitled to Testify, Quebec Top Court Rules
The judgment by the Quebec Court of Appeal on Wednesday ends a legal saga for Rania El-Alloul, who was told by a provincial court judge three years ago that her Muslim headscarf violated the rules of courtroom decorum. The three justices from Quebec’s highest court unanimously found that nothing in the rules forbids a woman from wearing a hijab in a courtroom if the practice stems from sincere religious belief. ” I didn’t do this for me, I did it for everybody, because I didn’t want them to face what I did,” said Ms. El-Alloul.

At a hearing Tuesday, Cindy Ramkissoon-Shears, an independent chairperson of the Immigration Consultants of Canada Regulatory Council (ICCRC), determined there were reasonable grounds to conclude that allowing Benito and his son Charles to continue practising as consultants may cause harm to the public and undermine the reputation of the profession. The Canada Border Services Agency alleged that since Nov. 11, 2015, Carl Benito had counselled dozens of Filipino immigrants to improperly extend their stay in Alberta and organized a scheme involving bogus applications for study and work-permit extensions.

Christian Nana, an immigrant from Cameroon, said Legault’s proposed tests could frighten people considering moving to Quebec. Legault said throughout the campaign that those who do not pass those tests would have to leave Quebec, though he was vague about how a CAQ government would enforce that.
