CTV News – Businessman Guilty of Immigration Fraud Sold Filipino Workers ‘Canadian Dream’
Mantolino, originally from the Philippines, pleaded guilty in December 2017 to misrepresentation under provisions of the Immigration and Refugee Protection Act. The owner of several cleaning and maintenance companies used the temporary foreign worker program to staff his companies, bringing 28 workers to Canada from the Philippines over a number of years. Crown lawyer McLaughlin said the total difference between the official salaries and the amounts actually paid to the workers was no less than $500,000.

Globe and Mail – Ottawa Launches Pilot Project to Boost Immigration in Rural, Northern Canada
This new program is designed after an Atlantic immigration pilot, which has seen success in growing the population and filling labour market needs in the Atlantic provinces. The Atlantic model sees immigrants arriving in the region with a job offer and an individualized settlement plan for them and their families. Hussen pointed to a recent population increase in Nova Scotia this year as proof the program there has been working.
CBC News – Charlottetown Skating Club ‘Star’ of New Immigration Video
The two-and-a-half-minute video is being promoted on social media as part of a campaign called Immigration Matters. The video was inspired by a CBC story in 2016 about how Chinese immigrants had helped turn around the fortunes of the skating program. Interest exploded after the registrations were set up at Topfresh Asian Grocery. A film crew from Ottawa spent a day in Charlottetown recreating the story, including that day the fortunes of the skating club turned around.
Toronto Star – ‘Recasting’ Needed in Global Response to Refugee Crisis, Report Says
A Canadian-led group is calling on world leaders to form a network of countries to work together outside the constraints of the United Nations to tackle the global refugee crisis. The World Refugee Council, chaired by former Canadian foreign affairs minister Lloyd Axworthy, has made 55 recommendations aimed at reversing the UN’s top-down approach to the issue by having a core group of like-minded countries spearheading creative solutions and allowing them to bypass the bureaucracy of the international body.
Toronto Star – Hundreds of Nonviolent Immigration Detainees Sent to Max-Security Jails as Part of ‘Abhorrent’ Government Program
Canada’s immigration authorities locked up nearly 1,500 nonviolent immigration detainees in maximum-security jails last year, the Star has found. These detainees have been incarcerated in the most restrictive conditions possible alongside sentenced criminals and those awaiting trial on serious charges. While they may have criminal records, the detainees were not considered dangerous by the Immigration and Refugee Board. Almost all were detained solely on the grounds that they were unlikely to appear for their immigration hearing.
